Please remove this package from mantic proposed

open drivers are build and published by canonical kernel team in
restricted pocket out of existing nvidia-graphics-drivers-* source
packages, because the open driver source code is available and at
runtime it still requires the proprietary firmware files shipped by said
source package.

please add this package to blocklist from syncing as well.
