[Bug 2043010] [NEW] Please allow postgresql-16 and postgresql-common to sync

This is a follow-up on LP: #2025148.

The transition is complete in Debian and we are ready to get
postgresql-16 in the archive for 24.04.

Therefore, please, allow postgresql-16 and postgresql-common to sync
from Debian unstable.
