[Bug 2020815] [NEW] Please remove and blacklist php8.1 in mantic

Now that the new php-defaults has migrated, making php8.2 the default
PHP version for mantic, we can finally remove php8.1 from the release
pocket and add it to the blacklist so it won't sync back for some
reason.

__After__ that is done, we can also clean up the britney hints added for
the transition, i.e., the badtest for php8.1, and the force/force-hint
entry for php-defaults/93ubuntu1.
