nomad-driver-lxc has a build dependency on package golang-github-
hashicorp-nomad-dev (src:nomad).

We have dropped the nomad package. So we cannot build nomad-driver-lxc.

The nomad-driver-lxc package should be added to the sync-blacklist to
avoid the same issue occurring again after a Debian package update.
