[Bug 2024257] [NEW] Please demote rust-ashpd to mantic-proposed

Please remove rust-ashpd to mantic-proposed. It currently has no reverse
dependencies in Ubuntu although it is a dependency for apps that will be
packaged in Ubuntu soon.

We are trying to complete the rust-gtk 0.5 transition and rust-ashpd is
not compatible.

There is a newer version of rust-ashpd that is compatible with rust-gtk
0.6 so we will update the package later in the Mantic release cycle when
we do the rust-gtk 0.6 transition.
