[Bug 2021461] Re: Remove gitlab-ci-multi-runner from mantic

I'm removing the package from mantic, it built on riscv64 only because
we don't run tests there.  So that's not a package we want to ship

However, I'm not blocking it from syncing, because we do not have a good
process of revising the blocklist later.  So unfortunately that means
new versions will still sync and will need to be removed again.

Removing packages from mantic:
	gitlab-ci-multi-runner 14.10.1-1 in mantic
		gitlab-runner 14.10.1-1 in mantic riscv64
Comment: FTBFS, failing tests; LP: #2021461
1 package successfully removed.
