[Bug 2027852] [NEW] RM halide [riscv64]

Public bug reported:

Halide was restricted on some architectures in Debian, where tests were failing.
riscv64 is an architecture non doing tests, and this is why it was built. But it's considered not good enough for shipping there, so now build is restricted to amd64 arm64 i386.
