[Bug 2004256] [NEW] Please remove bcolz 1.2.1+ds2-8build1 from lunar

bcolz fails to build from source against numpy 1.24. Although we could
consider fixing the build, the project is now unmaintained upstream:

Debian already proceeded with the removal of bcolz from unstable:

I suggest that we do the same to unlock the numpy transition
