[Bug 2007154] [NEW] Drop package python-omemo-backend-signal from lunar

The upstream maintainer of python-omemo-backend-signal has retired the
package:

"This repository has been archived by the owner on Nov 2, 2022. It is
now read-only." (https://github.com/Syndace/python-omemo-backend-
signal).

Debian developers have suggested in https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=1026622 to file a removal request.

The python-omemo-backend-signal package is currently blocking the
progression of python-cryptography from lunamr-proposed.

So let's follow suit and remove the package from Ubuntu Lunar too.
