Please remove pytango on s390x.

pytango hasn't built on s390x since June.

Because it has published binaries on s390x, the latest build can't
currently migrate out of lunar-proposed. Therefore, it is now blocking
the python3.11 transition.

All its reverse dependencies are arch:all (except xrstools which is only
built on amd64 on Ubuntu).
