[Bug 2046034] [NEW] Please remove golang-github-libgit2-git2go from Ubuntu

Public bug reported:

Please remove golang-github-libgit2-git2go from Ubuntu. It was removed
from Debian Testing.

It only has one package using it: gitaly. We should remove gitaly as
requested in bug 1758702 . Might as well remove gitlab-shell too to
close that bug. Both gitaly and gitlab-shell should be added to the sync
blocklist.

golang-github-libgit2-git2go can be allowed back into Ubuntu once a new
version is uploaded to Debian to fix its build issue.

golang-github-libgit2-git2go is blocking libgit2 from migrating out of
noble-proposed, which is also blocking the completion of the poppler
23.12 transition.
