Kinetic has reached EOL, therefore verification not needed for this

* accel-config is a utility library for controlling and configuring DSA
(Intel® Data Streaming Accelerator Architecture) and IAA (Intel®
Analytics Accelerator Architecture) sub-systems in the Linux kernel
* This is required/only userspace tooling for this hardware
* Backport this package as part of HWE SRU exception

* We don't have access to relevant hardware, thus we will rely on Intel
partner (cking) to test and verify proposed packages.
