[Bug 2031095] [NEW] libjogl2-java: Please RM riscv64 binaries

Since 2.4.0+dfsg-1, libjogl2-java has gained a build-dependency on
libopenjfx-jni (from src:openjfx), which has never built on riscv64.

This currently blocks the migration of libjogl2-java and scilab to
Mantic.

Ideally, openjfx should be fixed to build on riscv64, but until that
happens, I think removing libjogl2-java's binaries from Mantic will
unblock migration.

Please remove the following binary package from Mantic release:
libjogl2-jni 2.3.2+dfsg-10 mantic/universe riscv64
