[Bug 2029421] [NEW] Remove django-menu-generator-ng from mantic

Hi archive team,

Please remove django-menu-generator-ng from mantic.

The package currently fails to build against Django 4.2 which will be
added this cycle. The upstream repository,
https://edugit.org/AlekSIS/libs/django-menu-generator-ng, is archived
and will not receive any more updates. Likewise, the package has been
stuck in Debian unstable since its creation there.

Both source and binary packages should be removed.

The package also has no source or binary reverse dependencies.
