[Bug 2015231] [NEW] [RM] Do not support ruby3.1

You have been subscribed to a public bug by Lucas Kanashiro (lucaskanashiro):

ruby-bourne/1.6.0-3 does not support ruby 3.1 [1] and it is going to be
removed from testing in Debian [2]. It is right now blocking ruby-
mocha/1.16.1-1 migration in lunar, and upstream is dead (no commit since
2016 [3]). I believe we should not ship it anymore in Ubuntu.

There is one reverse dependency:

$ reverse-depends -r lunar src:ruby-bourne
$ reverse-depends -r lunar src:ruby-bourne -a source
Reverse-Build-Depends
* ruby-terrapin                 (for ruby-bourne)

ruby-terrapin was also removed from Debian because of ruby-bourne [4].
And it has no reverse dependencies:

$ reverse-depends -r lunar src:ruby-terrapin
No reverse dependencies found
$ reverse-depends -r lunar src:ruby-terrapin -a source
No reverse dependencies found

Therefore, I request the removal of sources and binaries of ruby-bourne
and ruby-terrapin from lunar.
