[Bug 2015021] [NEW] Please remove phog on riscv64

Public bug reported:

Please remove the phog binaries on riscv64.

phog is only currently available in lunar-proposed, so the fact that it
previously built on riscv64 in lunar-proposed shouldn't be a blocker.

phog was stuck in lunar-proposed because it was uninstallable on riscv64
because it depends on greetd which isn't built yet on riscv64.

I added Build-Depends: greetd to not allow phog to be built until the
dependency is installable.
