[Bug 1988740] [NEW] please RM hipspy from kinetic

hipspy fails its autopkgtests and FTBFS with astropy 5.1
As per Debian bug #1012277 [1], there no longer seems to be upstream support and hipspy was already removed from Debian testing.

Please remove hipspy from kinetic.
