Public bug reported:
netctl is a network management tool from Arch that has been packaged in
Debian and inherited in Ubuntu. It depends on resolvconf for managing
DNS settings. resolvconf is buggy and unmaintained, and de facto
incompatible with systemd-resolved which is how we manage DNS in Ubuntu.
We should remove it from the archive and blacklist it rather than leave
it here and have users accidentally ending up with an unsupported and
buggy network configuration experience.
