[Bug 1997590] [NEW] Please block ruby-defaults from syncing

The ruby3.1 transition is scheduled in Ubuntu to start in Jan 19th:

However, this transition will be starting in Debian now. In order, to
avoid starting the transition earlier than expected, let's block the
sync of ruby-defaults until the scheduled date.
