The alsa-plugins-extra package is failing to build from source in Ubuntu
because the source is not compatible with ffmpeg 5.0, and it build-
depends on a libavresample-dev that no longer exists.
The history of this package is muddled; the changelog claims:
alsa-plugins-extra (1.1.0-1ubuntu2) cosmic; urgency=medium
* No-change rebuild for ffmpeg soname changes.

However there has never been an alsa-plugins-extra package in Debian;
the changelog entries before this one refer to alsa-plugins not alsa-
plugins-extra. The changelog entry regarding the delta is also
definitely incorrect, it is precisely the libavresample-dev build-
dependency here that causes the build problem; and providing a separate
source package for the libav-dependent plugins appears to be the entire
reason this package was created (LP: #1243235).
Build-dependencies in universe are no longer a reason for creating a
separate source package so this source package should be dropped.
There also have been no sourceful changes to the package since 2016 (see
above) and no uploads at all since 2018, so this package is
unmaintained.
