[Bug 1981544] [NEW] Please demote virt-viewer to kinetic-proposed

I am requesting in advance that virt-viewer be demoted to kinetic-
proposed.

I would like to update phodav to 3.0 (currently in kinetic-proposed).
The new version switches from libsoup2.4 to libsoup3. This requires
switching spice-gtk and libosinfo to libsoup3 also.

For this to work, I am temporarily:
- disabling tracker support from GNOME Boxes ­— it's an obscure feature and porting tracker & all its related packages to libsoup3 is a LOT
- dropping the remmina-plugin-spice binary package https://gitlab.com/Remmina/Remmina/-/issues/2754

I am also adding breaks against old versions of gnome-boxes, remmina-
plugin-spice, and virt-viewer. The old versions will not run against the
new spice-gtk because it's not possible for an app to run when it's
linked against both libsoup2.4 and libsoup3.

virt-viewer depends on librest 0.7 which uses libsoup2.4. There is a
newer virt-viewer that uses a newer librest for libsoup3 but that is
also a bigger transition which I intend to do later.

Therefore, please remove virt-viewer from kinetic 'release' so that I
can do the sourceful uploads to complete the rest of this transition.

Future Transitions
------------------
We will need to do a very large transition later this release cycle to switch evolution-data-server/librest/tracker/gnome-online-accounts/gcr/geocode-glib to libsoup3 as required for GNOME 43. If I can split it into smaller transitions like I am doing for phodav, then I'll do it but I think it might not be possible.
