[Bug 1962491] [NEW] Please demote universe php8.1 binaries to universe

Please demote php8.1-dba, php8.1-imap, php8.1-interbase, and php8.1-zip
to universe.

These four binary packages from php8.1 appear to have been included in
main, that should rather be in universe, because they have dependencies
on other binaries from universe.
