Packages that are in sync with Debian and will never be releasable
without a sourceful upload should not be demoted to -proposed, they
should just be removed.

Removing packages from jammy-proposed:

		python3-hy 0.19.0-2 in jammy riscv64
		python3-hy 0.19.0-2 in jammy s390x
