[Bug 1986853] [NEW] Please remove libnginx-mod-http-lua source and binary package from kinetic universe

We, the Server Team, decided to drop Lua from nginx when it was part of
src:nginx.  Debian has recently split it out from src:nginx as of -3,
moving it to src:libnginx-mod-http-lua.  Unfortunately, it retains the
Lua version issues that motivated its removal to begin with.  While
theoretically there exists the potential for getting things aligned,
that's definitely not in the cards for kinetic.

libnginx-mod-http-lua currently is stuck due to a missing dependency
(libnginx-mod-http-ndk-dev), however even if that is resolved it's going
to have additional issues relating to lua/luajit versions.

For these reasons, we want to prevent src:libnginx-mod-http-lua from
syncing in future. And remove it from the current devel release.
