Thanks for reporting this Simon. I tried to figure this out by myself
and I did not find the reason for that as well. Here you can see the
publishing history

and in the first Jammy SRU (2:11.1.0-2~ubuntu20.04.1) it was moved to
universe. I pinged ubuntu-archive on #ubuntu-release to understand what
happened but no reply so far. I am subscribing ubuntu-archive as well.
