[Bug 1946008] [NEW] Please remove rust-alacritty-terminal from impish

Please remove rust-alacritty-terminal from Impish.

* no reverse depends in Ubuntu
* package builds no binaries (this is a library for terminal emulators, not the terminal itself)
* FTBFS for all of Impish on a missing dependency (LP: #1940573)
* fixed in Debian by way of new upstream version which drops dependency

I see no reason why we can't sync this package back in later - the
parent alacritty project sounds interesting.  The current package just
doesn't seem to help Impish.
