[Bug 1921100] Re: remove gconf-editor again, add it to sync blocklist

I don't think we want to blacklist this; it came back because it
previously had an Ubuntu delta and was out of date, so the new version
was synced.  I expect any further uploads of gconf-editor to fix this
bug, so no need to blacklist.

Removing packages from impish-proposed:
	gconf-editor 3.0.1-6 in impish
Comment: deprecated, build-depends on the deprecated gnome-doc-utils, removed from Debian; LP: #1921100
1 package successfully removed.
