[Bug 1954710] [NEW] Please temporarily pull php-composer-xdebug-handler 2.0.2-1

You have been subscribed to a public bug by Bryce Harrington (bryce):

php-composer-xdebug-handler 2.0.2-1 was sync'd in from Debian, however
the version of composer currently in the archive requires <2.0 to
install.  Unfortunately the new composer from debian has a circular
build dependency with itself, so we still need the old composer to be
installed.  (A few other things like symfony also ftbfs without an
installable composer binary).

Please pull the binaries for php-composer-xdebug-handler 2.0.2-1 from
jammy.  We can re-introduce them once we can update to a newer composer.
