[Bug 1954706] [NEW] Please remove libphp-swiftmailer source and binaries from jammy

Per the upstream project page
(https://swiftmailer.symfony.com/docs/introduction.html) this software
is no longer maintained, as it is replaced by Symfony Mailer (php-
symfony-mailer).

libphp-swiftmailer no longer passes its autopkgtests due to dependence
on deprecated functionality.

libphp-swiftmailer has no rdepends:

  $ apt-cache showsrc libphp-swiftmailer
  Package: libphp-swiftmailer
  ...
  Package-List:
   php-swiftmailer deb php optional arch=all

  $ apt-cache rdepends php-swiftmailer
  php-swiftmailer
  Reverse Depends:

Please remove these binaries from jammy:
  - php-swiftmailer/6.2.4-1ubuntu1 (amd64)

Please remove these sources from jammy:
  - libphp-swiftmailer/6.2.4-1ubuntu1
