[Bug 1953549] [NEW] Please demote breezy-loom3.0.0+bzr167 to jammy-proposed

Public bug reported:
breezy-loom builds against the latest breezy, however its tests fail to
pass, which is blocking breezy itself from migrating. This is a known
issue in debian/upstream (see https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=988156) but breezy-loom's last vcs update was
2020.
This is a developer tool for packagers using bazaar to do packaging, and
as such probably has a very small target audience.
There are no reverse dependencies.
Given the above, I think the right move would be to remove breezy-loom's
binaries from jammy and jammy-proposed, and if/when upstream has an
update ready it can come back in via Debian and be re-added.
