[Bug 1880776] [NEW] Please blacklist and remove php-horde and php-horde-* from groovy

Please blacklist php-horde, and re-remove any of its packages that have
returned.

Per https://bugs.launchpad.net/ubuntu/+source/php-horde/+bug/1868281,
the php-horde stack was removed from focal.  It was intended to also
blacklist it, for reasons listed on that bug report, but that wasn't
done and so php-horde has started to return in groovy.

<mwhudson> bryce: are php-horde packages reappearing in groovy something we want or an accident?
<bryce> mwhudson, the intention was for them to go away for good; what's causing them to reappear?

<mwhudson> i guess if they are being maintained in debian again we might be happy to have them back

<bryce> mwhudson, hmm, last I checked the stack had been abandoned in Debian.  Even if it's been re-adopted, it comprises over a hundred packages that pop up stuck in proposed migration frequently.
<mwhudson> bryce: seems a bunch of them got uploaded again about a week ago
<mwhudson> bryce: so we should work them back into release or delete them again and blacklist them so they stop syncing
<bryce> mwhudson, delete and blacklist.  Intent was to blacklist them, although looking at the bug I guess maybe this wasn't done last cycle
