I'd like to propose that we force-badtest libtommath/i386 on all versions of the library.  It is already marked as such in the version "1.2.0-3", so this commit is just expanding the existing hint.

The library currently fails with "badpkg" on i386 even after several retries, and is blocking other packages.  I set up an i386 environment here, built the library and ran autopkgtest on it, and confirmed that everything is passing:
