[Bug 1861387] Re: nmap-dbgsym missing in focal

I can't really tell what happened on the ddeb-retriever, since there was
no useful logging.  I've instituted verbose logging to disk so that
hopefully this sort of thing will be debuggable in the future.

I've also manually set its threshold back to the start of December, so
the next run should process everything that's happened since then, and I
believe should recover nmap-dbgsym.
