APW was checking things a bit (thanks!) and found that in the past things were in main properly:
http://ddebs.ubuntu.com/pool/main/n/nmap/

But it got demoted
https://git.launchpad.net/~ubuntu-core-dev/ubuntu-seeds/+git/ubuntu/commit/?id=a77db6ce36654e456957034687cd597081c3db2d

And since then in Focal only ncat-dbgsym is there but not nmap-dbgsym
