[Bug 1862000] [NEW] please remove minizinc-ide [ppc64el s390x] from focal

A recent upload changed the build-dependencies so the package now can't
be built on ppc64el and s390x. Please remove those binaries so that the
new version can migrate from focal-proposed to focal. This was already
