[Bug 1907110] [NEW] Please remove postgresql-12 -> postgresql-13 related blockers

Hi,
this is a request to remove a few packages related to the move from postgresql-12 -> postgresql-13.
The overall move is handled, tracked and discussed in bug 1902059.

For now that would be:
 - src:cstore-fdw
All it's binaries
 - bin:postgresql-12-cstore-fdw
 - bin:postgresql-12-cstore-fdw-dbgsym
This change follow Debian (=> https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=976384) that did the same. If upstream cares and completes postgresql-13 support before we reach feature freeze (=> https://github.com/citusdata/cstore_fdw/issues/238) I'm happy and we will get it again. But we can't hold back the move 12->13 just for that.

Furthermore there are still a bunch of NBS left (despite cleaning some others up today):
Please also remove from https://people.canonical.com/~ubuntu-archive/nbs.html:
Those come in two categories:

A)
These now have proper -13- packages for the new version which are in hirsute-release, but the -12- packages are left as NBS:
- postgresql-12-pgrouting
- postgresql-12-pgrouting-doc
- postgresql-12-pgrouting-scripts
- postgresql-12-postgis-3
- postgresql-12-postgis-3-scripts

These were built non-versioned before but now have e.g. postgresql-13-pgsphere which has a provides for the old dependency (e.g. from astro-development)
- postgresql-pgsphere
- postgresql-q3c

** Affects: cstore-fdw (Ubuntu)
     Importance: Undecided
         Status: New
