[Bug 1875514] [NEW] Please remove opencaster from Groovy

You have been subscribed to a public bug by Jeremy Bicha (jbicha):

opencaster Build-Depends on python-dateutil which is no longer built
from source in Debian or Groovy.

Although that Build-Depends doesn't seem necessary, opencaster still is
a low-popcon Python2 app and we are trying to remove Python2.

Please remove opencaster from Groovy.
