Low popcon value, causing NBSes to stick around, removed from Debian
testing - all seems to be in favor of removal. Package has one reverse
build-dependency though: blcr. We'd have to remove it as well. I see
blcr was also removed from Debian testing - and has not been updated in
Ubuntu since 2016.
Anyway, proceeding.
