[Bug 1872593] [NEW] Please remove dh-kpatches from Ubuntu

You have been subscribed to a public bug by Jeremy Bicha (jbicha):

dh-kpatches depends on nowebm which is no longer built from source noweb
since it is an obsolete transitional package.

dh-kpatches fails to build from source because it needs to adapt to the
latest gtk-doc.

dh-kpatches was removed from Debian Testing, but hasn't been removed
from Debian Unstable yet.

Please remove dh-kpatches from Ubuntu.
