As per LP: #1842969, "python-django 2.2.4 not for eoan", Ubuntu is not
ready to transition to the new python-django in 19.10.

Version 2:2.2.4-1 was automatically sync'd from Debian, however there
are rdepends incompatibilities and dep8 regressions, as mentioned in the
aforementioned bug report and as seen at:

Please remove 2:2.2.4-1 from proposed, so eoan can continue to ship
1:1.11.22-1.
