[Bug 1853646] [NEW] RM: zope.lifecycleevent, lazr.lifecycle: python2-only, Ubuntu-specific, build-depends on removed van.pydeb, no other reverse-dependencies

zope.lifecycleevent and lazr.lifecycle are only built for python2, and
have no uploads since 2012/2013. They have no other reverse-dependencies
but zope.lifecycleevent build-depends on van.pydeb, which has been
removed from Debian. We should remove these packages from focal.
