[Bug 1852816] [NEW] RM: zope.password: python2-only, Ubuntu-specific, build-depends on removed van.pydeb, no reverse-dependencies

zope.password is only built for python2, and has no uploads since 2011.
It has no reverse-dependencies but build-depends on van.pydeb, which has
been removed from Debian. We should remove this package from focal.
