[Bug 1852810] [NEW] RM: zope.structuredtext: python2-only, Ubuntu-specific, depends on removed van.pydeb, no reverse-dependencies

zope.structuredtext is only built for python2, and has no uploads since
2011. It has no reverse-dependencies but build-depends on van.pydeb,
which has been removed from Debian. We should remove this package from
focal.
