[Bug 1852615] [NEW] RM: zope.ucol: python2-only, Ubuntu-specific, depends on removed van.pydeb, no reverse-dependencies

zope.ucol is only built for python2, and has had no source maintenance
since 2011. It has no reverse-dependencies but depends on van.pydeb,
which has been removed from Debian. We should remove this package from
focal.
