[Bug 1851532] [NEW] RM: zope.login: python2-only, Ubuntu-specific, depends on removed zope.publisher, no reverse-dependencies

zope.login is only built for python2, and has not been uploaded since
2011. It has no reverse-dependencies but depends on zope.publisher,
which has been removed from Debian. We should remove this package from
focal.
