[Bug 1851523] [NEW] RM: zope.applicationcontrol: python2-only, Ubuntu-specific, depends on removed zope.traversing, no reverse-dependencies

zope.applicationcontrol is only built for python2, and has not been
uploaded since 2011.  It has no reverse-dependencies but depends on
zope.traversing, which has been removed from Debian.  We should remove
this package from focal.
