RM python2-only django-modeltranslation

blocking django migration

although there is python3 version in salsa packaging, it FTBFS and fails
tests with both python3.7 and python3.8 thus is not suitable at the
moment.

Please remove django-modeltranslation until there is a python3
compatible version to sync from debian.

No reverse deps.
