[Bug 1821272] [NEW] ubuntu-archive: devel is only a symlink rather than a suite

Public bug reported:

The Ubuntu devel suite isn't a proper suite, just a symlink:

   $ curl -s http://archive.ubuntu.com/ubuntu/dists/devel/Release | egrep 'Suite|Codename'
   Suite: disco
   Codename: disco

I would expect this output instead:

   $ curl -s http://archive.ubuntu.com/ubuntu/dists/devel/Release | egrep 'Suite|Codename'
   Suite: devel
   Codename: disco

People using devel in their sources.list get a warning from apt:

   $ chdist create ubuntu-devel
   Now edit ~/.chdist/ubuntu-devel/etc/apt/sources.list
   Run chdist apt ubuntu-devel update
   And enjoy.
   $ sed -i '/ubuntu/{s/#//;s/dapper/devel/}' ~/.chdist/ubuntu-devel/etc/apt/sources.list
   $ chdist apt ubuntu-devel -qq update
   All packages are up to date.
   W: Conflicting distribution: http://archive.ubuntu.com/ubuntu devel InRelease (expected devel but got disco)
