[Bug 1815396] [NEW] ftbfs on ppc64el -- please remove package from disco

Public bug reported:

golang-1.8 fails to build on ppc64el. The fix for disco is to remove the
package but for bionic we should patch it.

[test case]
build the package.

[regression potential]
The patch only affects the tests so will not affect use of the package. There is always the change that the rebuilt package will be broken in some way that the current one is not but it seems very unlikely.
