Andy Whitcroft has proposed merging lp:~apw/ubuntu-archive-tools/routing-updates-trusty-esm-and-fips into lp:ubuntu-archive-tools.

Commit message:
A couple of fixes for package routing.  Firstly mark trusty as being in ESM.  Secondly follow the updated FIPS build ppa location.
